PROBLEM TO BE SOLVED: To provide a communication device constituted so as to control the total amount of packets transmitted at a terminal when a communicating state with the terminal is deteriorated. SOLUTION: A base station 1 is connected to a radio LAN network 5, in which a transfer rate is changed, and exchanges the packets with a terminal station 2 connected to the radio LAN network 5. The base station 1 is composed of a packet storage section 15 storing the packets transmitted to the terminal station 2 and a monitor section 19 monitoring the state of a communication with the terminal station 2 and controlling the transmission of the packets P to the terminal station 2 when the state of the communication is deteriorated. The base station 1 is further composed of a dequeue processing section 16 extracting the packets P from the packet storage section 15, transmitting the packets P to the terminal station 2 when the transmission of the packets P is not controlled by the monitor section 19 and disusing a part of the packets P, transmitting a residual part to the terminal station 2 and making the quantity of the packets P transmitted to the terminal station 2 per a unit time smaller than a predetermined value when the transmission of the packets P is controlled by the monitor section 19.
