PROBLEM TO BE SOLVED: To provide a water-based coating composition for coating the inside of a can capable of forming a coating film which is excellent in processability and resistance to steam sterilization and does not cause the change of flavor and taste of a beverage by completely not using a constituent derived from BPA and substantially not using a surfactant which impairs resistance to steam sterilization of a cured coating film after baking, and to provide a coated can prepared by coating the inside of a can with the same. SOLUTION: The water-based coating composition comprises a complex polymer (F) having a glass transition temperature of 50-120°C and a phenol resin (G) having 0.5 or more methylol group per one benzene ring. The complex polymer (F) is prepared by radical polymerization of an emulsified component (A) containing an ethylenically unsaturated monomer (A1), using an initiator (E) in the presence of an aqueous polymer solution or emulsion (1) containing a COOH group-containing component (B) containing an acrylic copolymer (B1) having a COOH group having a number-average molecular weight of 20,000-100,000, a basic compound (C) and water (D).
