PROBLEM TO BE SOLVED: To provide a skin care composition like a cosmetic, which considerably rarely stimulates a skin, has sufficient preservative efficacy, shows no temporal decrease of preservative efficacy, is not affected by pH or salt in a preparation line, has no problem in stability such as separation, aggregating or the like, and has substantially high usability, stability and safety. SOLUTION: The skin care composition characteristically comprises 2-phenoxyethanol and 2-ethyl-1, 3-hexanediol. Particularly, parabens are not added, and the composition comprises alcohols of 5.0 wt% or less, wherein 2-phenoxyethanol is 0.01-1.0 wt% and 2-ethyl-1, 3-hexanediol is 0.1-5.0 wt%.
