PROBLEM TO BE SOLVED: To provide a detecting means to be easily adjusted for detecting the oscillation in a plurality of directions of a control lever to be operated in various directions. SOLUTION: The detecting means has a light intercepting part 322 to be integrally operated with a start lever. When the light intercepting part is moved by the oscillation of the start lever (from 322a to 322b and further to 322c), the light from a light emitting diode D1, whose interception is released as the light intercepting part is moved, is detected by a photo-transistor T1, so that the oscillation is detected by the light emitting diode D1 and the photo-transistor T1.
