PROBLEM TO BE SOLVED: To allow a user to properly decide the timing for requesting resource assurance.

SOLUTION: An information-collecting part 42 collects information representing resource usage among the resource information used for managing a resource in a resource-managing server. A resource map generating part 46 generates a resource map by using the information-representing resource usage which is collected. A transmitting/receiving part 41 transmits the information of a generated resource map to a terminal.
