<p><P>PROBLEM TO BE SOLVED: To enhance compression efficiency, while maintaining image quality of a motion region, by determining the motion region where the image quality is desired to be maintained, without taking time. <P>SOLUTION: An image is divided into a plurality of blocks; two-dimensional wavelet conversion is applied to the divided blocks; a low-region component obtained by the two-dimensional wavelet conversion is used to calculate the block motion information; a high-region component obtained by the two-dimensional wavelet conversion is used to calculate the block motion information, the presence/absence of block motion is determined, on the basis of the motion information calculated by using the low-region component and the motion information calculated by using the high-region component; the result of the two-dimensional wavelet conversion is outputted to post-stage processing, when the existence of block motion is determined; and the result of the two-dimensional wavelet conversion is converted into three-dimensional wavelet conversion and then is outputted to poststage processing, when the absence of block motion is determined. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p> |
