PROBLEM TO BE SOLVED: To compensate QoS in each logic channel by not conforming to a "Down" instruction included in a relative rate control channel if the transmission rate of uplink user data is lower than a guaranteed bit rate (GBR). SOLUTION: A method of controlling a transmission rate has a step in which a radio circuit control station notifies a mobile station of the guaranteed bit rate in the logic channel, and a step in which the mobile station controls the transmission rate of uplink user data without conforming to an instruction of the relative rate control channel transmitted from a cell to which the mobile station is connected.
