PROBLEM TO BE SOLVED: To provide an image forming apparatus improving durability of an image carrier and a cleaning blade, maintaining cleaning properties to prevent occurrence of filming in the image carrier even in the repeated image formation for a long period of time, in the image forming apparatus of a blade cleaning system, and to provide a process cartridge for the same. SOLUTION: The image forming apparatus has: the image carrier; a developing means; a transfer means; and the cleaning blade cleaning the toner remaining on the image carrier after the transference. The image forming apparatus includes a mechanism changing the abutting pressure of the cleaning blade against the image carrier to at least two levels. During the image forming operation of the image forming apparatus, the cleaning blade abuts against the image carrier with abutting pressure X. During the operation without image formation and during the operation developing the image carrier with a very small amount of toner and rotating the image carrier without performing the transfer operation, the cleaning blade abuts against the image carrier with the abutting pressure Y smaller than X.
