PROBLEM TO BE SOLVED: To provide facilities and a method for manufacturing thin scale hot-rolled sheet steel, by which facilities and method, the thin scale hot-rolled sheet steel having excellent surface quality can be stably manufactured with an inexpensive and simple configuration of the facilities. SOLUTION: Upper surface de-scaling devices 11 to 14 and lower surface de-scaling devices 21 to 24 capable of applying an injection pressure of 20 to 100 kg/cm<SP>2</SP>respectively are arranged on a run-out table 2.
