PROBLEM TO BE SOLVED: To prevent breakage by making no bending moment act on a lock tooth even though load falling backward acting on a seat back is increased. SOLUTION: A boss portion 11b for absorbing stress is formed in an inner peripheral side guide face 11a of an opposite outside tooth gear 10d side in a shaft portion 11 in order to reduce reaction force R<SB>3</SB>received by the opposite outside tooth gear 10d side of the lock tooth 10 from the inner peripheral side guide face 11a of the shaft portion 11, when the lock tooth 10 is intended to turn in an anticlockwise direction.
