PROBLEM TO BE SOLVED: To provide a vinyl tie binder which winds a vinyl tie or a braid around a bottle or a bag and twists the tie or braid to bind up the bottle or bag, facilitates automatic supply of the vinyl tie or the like, and has a reduced number of twist and gives a short distance between a twisted part and the end of the vinyl tie or the like to perform neat and effective twist binding with the vinyl tie. SOLUTION: The binder twists the vinyl tie 1 or the like to make binding. Cramps 3 are positioned beforehand to be parallel with each other, and are made to cramp the vinyl tie 1 in a parallel position.
