PROBLEM TO BE SOLVED: To achieve NAT (Network Address Translation) override in UDP communication irrespective of types and settings of a firewall and NAT with TCP simulated communication. SOLUTION: Each relay unit T achieves FW override communication between communication addresses such as IP addresses by oppositely implementing across an FW. Each relay section 11, 21 or the like intervenes transfer over the FW by exchanging UDP communication by means of a communication address on the self-side of the FW to the opposite relay unit across the FW with the TCP simulated communication. Between equipment on the self-side of the FW such as communication terminal units C11, C31 and C32, a predetermined call control server (for example, SIP proxy server), etc. and the opposite relay unit implemented across the firewall, each call control section 12, 22, or the like intervenes transfer of a call control message (such as SIP) for communication through an IP telephone.
