<P>PROBLEM TO BE SOLVED: To accurately determine whether the eyes of a driver receive direct light. <P>SOLUTION: The facial image of the driver included in a video signal outputted from a video camera 10 is acquired by a facial image acquiring part 20. An eye coordinate output part 21 detects eye coordinates indicating the positions of the eyes, based on the facial image, and tracks the eye coordinates. In the meantime, an eye opening/closing determining part 22 learns the opening/closing state of the eyes of the driver, based on the facial image and the eye coordinates, determines it, and also acquires the opening degree of the eyes of the driver. An image pick-up state acquiring part 23 acquires the image pick-up condition of the video camera 10. An eye vicinity area light measuring part 24 measures the amount of light in the area in the vicinity of the eyes of the driver, based on the facial image, the eye coordinates, and the image pick-up condition. A direct light detecting part 25 determines whether the eyes of the driver receive the direct light or not, based on the opening degree of the eyes and the light amount.
