<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a substrate unit which improves the production efficiency of the substrate unit by shortening arrangement work in switching the kind of a substrate as much as possible, and to provide a component mounting apparatus using this method. <P>SOLUTION: A temporary group 72 is set and a substrate 32-1 is included in the temporary group 72 to create an disposition table (arrangement table) of a tape feeder. A subsequent substrate 32-2 is added to the temporary group 72, the same parts as those of the substrate 32-1 are commonly used (feeder numbers 4, 18), and the other parts are disposed in a disposition vacant position. In repeating the same process; substrates each having parts unable to be disposed on arrangement vacant positions are excluded from the temporary group 72, a part disposition arrangement table is created for integrating the entire of a main group 73 by considering the temporary group 72 of the other substrates as the main group 73, and a part mounting program is formed for each kind of the substrate.
