<P>PROBLEM TO BE SOLVED: To provide an image-encoding apparatus capable of easily performing code amount control, while making high image quality and high compression compatible. <P>SOLUTION: A pixel attribute determining unit 402 determines, for each pixel, whether a pixel of interest is a pixel in a natural region, by comparing a pixel value of the pixel of interest with pixel values of pixels in the vicinity of the target pixel. An averaging mask size calculating unit 404 calculates an averaging mask size of n×m pixels, based on the pixel values of image data and the result of the determination due to the pixel attribute determining unit 402. An in-averaging mask averaging processing unit 406 calculates the average value of pixel values of pixels determined as a pixel in the natural image region within an averaging mask, based on the pixel value of the image data, the result of the determination due to the pixel attribute determining unit 402 and the mask size inputted from the averaging mask size calculating unit 404 and converts the calculated value and the pixel values of the pixels in the natural image region. <P>COPYRIGHT: (C)2006,JPO&NCIPI |
