PROBLEM TO BE SOLVED: To reduce deterioration of communication quality even if it is a case where communication speed relevant to status of a wireless circuit becomes low. SOLUTION: In an ad hoc network, an output 32 transfers data to a wireless device used as a destination of the data. An acquisition 38 acquires information about data rate when the data are transmitted. A change control unit 34 directs to the output 32 that transmitting of important data out of the data which should be transmitted is performed preferentially, when data rate shown by the information acquired by the acquisition 38 is lower than threshold established based on the data which should be transmitted.
