PROBLEM TO BE SOLVED: To promptly superimpose a first image and a second image, even when the second image is rotated to the first image, regarding an image compositing device, camera-shake compensating device of camera and the camera. SOLUTION: A displacement amount calculating means and a rotation amount calculating means are provided, and the rotation amount calculating means includes a first extraction means for extracting pixel information of an angle determination area, constituted of an area sandwiched between line segments, including the center of a circular determining area or corresponding area or two-line segment that includes the center; a second extraction means for sequentially extracting, at a position of each angle determination area, pixel information of the corresponding area or the determination area, while changing the angle of the angle determining area with the center position of the corresponding area or the determination area as the rotary axis; and a decision means for comparing the pixel information of the angle determining area with the pixel information of each of the angle determining areas for deciding one of the angle determining areas as angle-corresponding area.
