PROBLEM TO BE SOLVED: To provide a telephone directory preparation system and a telephone directory preparing method which can prepare a floor layout type seat telephone directory capable of determining the location of a person and enhance the efficiency of working management and telephone transfer operation. SOLUTION: A presence information processor 7 prepares floor information showing the location of each person and presence information including position specification information. A floor map database storage device 4 stores diagram information to be a base for a seat telephone directory of floor arrangement, seat arrangement or the like as a seat diagram layout layer being vector data. Attribute information held by a polygon element constituting the seat diagram layout layer includes floor information and the position specification information. A data processor 2 prepares a seat diagram communication information layer on the basis of the presence information and the seat diagram layout layer, overlaps the seat diagram layout layer and the seat diagram communication information layer, and outputs them as a seat telephone directory.
