PROBLEM TO BE SOLVED: To generate a braking force equivalent to the value generated at a normal time with a braking liquid pressure generated by the braking operation of a driver at an abnormal time when a brake device on the brake-by-wire system has become out of capability of being actuated. SOLUTION: Both a front wheel and a rear wheel are braked by actuating a wheel cylinder 15 for the front wheel and a second wheel cylinder 27 for the rear wheel with a braking liquid pressure generated by a braking liquid pressure control means 30 for the front wheel and a braking liquid pressure control means 31 for the rear wheel in such a state that the communication between a master cylinder 10, the wheel cylinder 15 for the front wheel, and a first wheel cylinder 17 for the rear wheel are shut off by closing a shut-off valve 19 for the front wheel and a shut-off valve 20 for the rear wheel at the normal time when each valve can be actuated. At the abnormal time when each valve cannot be actuated due to power failure or the like, both the front wheel and the rear wheel are braked by supplying the braking liquid pressure generated by the master cylinder 10 to the wheel cylinder 15 for the front wheel and the first wheel cylinder 17 for the rear wheel through the opened shut-off valve 19 for the front wheel and the shut-off valve 20 for the rear wheel.
