<p><P>PROBLEM TO BE SOLVED: To provide a failure detecting apparatus that is mainly applied to apparatuses and systems, the usage of which can be prespecified to some degree, to detect unauthorized accesses, or system failures due to virus infection in small processing loads. <P>SOLUTION: The failure detecting apparatus has an operational application parameter management means 110 for managing the operational states of one or more applications and parameters specified for every application in a system, and a threshold determination means 111 for determining the thresholds for determining whether the number of packets transmitted or received by the system is abnormal.
