PROBLEM TO BE SOLVED: To effectively reduce man-hours when matching the valve opening characteristics of a valve element with an intake air amount while enabling change of the valve opening characteristics of the valve element at a high degee of freedom in a controller of an internal combustion engine controlling the suction air amount by utilizing change of the valve opening characteristics of the valve element. SOLUTION: This controller of the internal combustion engine comprises a variable valve gear capable of changing the valve opening characteristics of the valve element. When an injection amount calculation start timing arrives (step 100), an ECU determines a target intake air amount (step 102) based on an accelerator opening and an engine speed and calculates a fuel injection amount (step 104). When a target lift curve calculation timing set after the injection amount calculation start timing arrives (step 106), a target lift curve (target valve opening characteristics) is determined based on the target suction air amount determined in step 102 (step 108).
