PROBLEM TO BE SOLVED: To provide a concrete structure which has sufficient strength and high snow melting efficiency imparted thereto, and is excellent in practicality. SOLUTION: The concrete structure for melting snow is provided with a heater 1, and embedded in or laid on the ground under service conditions. The concrete structure is formed by laminating a heat radiation concrete layer 2 in which the heater 1 is arranged, and a heat insulation concrete layer 3 which is arranged under the heat radiation concrete layer 2, for inhibiting heat radiation downward from the heat radiation concrete layer 2, on each other in one body.
