PROBLEM TO BE SOLVED: To improve the cold workability of a steel for cold working excellent in strength at elevated temperature and to reduce the cost of the steel. SOLUTION: A steel for cold working has a composition comprising, by weight, 0.20-1.10% C,≤1.00% Si,≤1.50% Mn,≤1.00% Ni, 0.50-2.00% Cr and 0.10-1.00% Mo as essential alloying elements, 0.00-0.50% V as an arbitrary alloying element and the balance Fe in substance, wherein the amounts of the alloying elements added satisfy a cold workability parameter X1 of≤1.30 and a strength parameter X2 of≥2.00, wherein the cold workability parameter X1 and the strength parameter X2 for obtaining the required hardness at 500°C are defined by the expressions: X1=C+(3/8)Si+(1/5)Mn+(1/6)Ni+(1/22)Cr+(1/3)Mo+(7/9)V and X2=(1/3)C+(4/5)Si+(2/5)Mn+(3/20)Ni+(8/7)Cr+(8/5)Mo+(3/2)V.
