PROBLEM TO BE SOLVED: To provide an uneven paper which can be used for a shock-absorbing material or the like having higher shock-absorbing properties and flexibility. SOLUTION: The uneven paper has a large number of uneven parts on the surface of the paper extending in the two-dimensional direction while the distance of adjacent uneven parts is set to be 1/5 to 1/1.5 of the diameter of recessed parts or projecting parts. Further, the height between the recess and the projection in the uneven parts of the uneven paper is set to be 30-50 times of the thickness of the paper extending in the two-dimensional direction. Still further, wrinkles are formed in either direction of the paper extending in the two-dimensional direction, and the pitch of the wrinkles is set to be 1/2 to 1/20 of the diameter of the recessed parts or the projecting parts in the uneven part of the uneven paper.
