PROBLEM TO BE SOLVED: To provide a pneumatic tire capable of run-flat-travelling while improving productivity and restraining increase of tire mass and its manufacturing method. SOLUTION: This pneumatic tire is constituted by burying bead cores 5 arranging bead fillers 4 on the outer peripheral side on left and right bead parts 3, extending a carcass layer 6 between the left and right bead parts 3 and arranging a plurality of belt layers 7 on the outer peripheral side of the carcass layer 6 of a tread part 1. The bead fillers 4 are extended to a periphery of an end part 7A1 of the belt layer 7A belt width of which is the narrowest out of a plurality of the belt layers 7 through a side wall part 2, and these bead fillers make it possible to carry out the run-flat-travelling.
