PROBLEM TO BE SOLVED: To provide a method capable of simply forming a film excellent in water sliding properties on the glass surface or coating surface of a car or the like by any person without polluting environment, and a treatment agent set made simply usable by any person and used for forming the film excellent in water sliding properties. SOLUTION: The film excellent in water sliding properties is formed on the surface of a base material by combining a cationic substance and a carboxyl modified silicone oil emulsion to apply them to the surface of the base material.
