<P>PROBLEM TO BE SOLVED: To prevent sticking of magnetic particles at the time of the start of charging and the end of charging without bringing about a potential memory even when using a member 1 to be charged, which has a high residual potential, in an image forming apparatus using a magnetic brush charger (injection charger) 2. <P>SOLUTION: When charging is started/terminated, a slope bias is used to match a charging start/end voltage with a residual potential of the member 1 to be charged for use.
