PROBLEM TO BE SOLVED: To enable a server execute processing with optimal multiplicity in order to improve processing efficiency. SOLUTION: A load information acquisition means 1a collects the load information of the CPU resources and the other resources of a server 2. Then, a multiplicity determining means 1b calculates the increment of the loads of each resource at the time of increasing the multiplicity of processing executed by the server 2 based on the load information, and determines multiplicity making it possible to set the loads for all the resources below the upper limit value of the load preliminarily set for every resource. Then, a multiplicity control means 1c changes the multiplicity of processing executed by the server 2 to the multiplicity determined by the multiplicity determining means 1b.
