PROBLEM TO BE SOLVED: To solve the problem wherein accuracy is insufficient, because the concentration or the thickness itself of an antifreezing agent in covering water on the road surface is a parameter, and this portion is required to be supplemented by estimation or the like. SOLUTION: In a step S100, while changing the frequency of an oscillator 11 in a radio wave transmission means 1 in a range of about 1 GHz-6GHz, the reflectance at that point is acquired from a transmission/reception variation calculation part 3. In a step S200, a peak value of the reflectance is acquired. In a step S300, a frequency wherein the peak value determined in this way is specified. In a step S400, a corresponding film thickness is acquired on reference to a table or the like stored in a frequency film thickness relation storage part 4 by using the peak frequency as an argument.
