PROBLEM TO BE SOLVED: To enable stream recording without unnecessarily increasing management information stream even if an error occurs in data of MPEG-TS during recording.

SOLUTION: An PATS counter synchronized with SCR superimposed on MPEG-TS is used. In recording the MPEG-TS, a value of time stamp information (PTS/DTS) of a picture detected last time is paired with a value of the PATS counter and the values are recorded (ST500-ST510). When the next time stamp information is detected, an increment of the time stamp information is compared with an increment of the PATS counter (ST512-ST526), and if a significant difference exists (yes in ST600), it is determined that an error occurs in the time stamp information and recording processing (ST530) is executed.
