PROBLEM TO BE SOLVED: To provide a document management apparatus, its method and a document management program. SOLUTION: It is determined whether or not external equipment available to utilize documents is present when registering a new document in a document storage and management unit, and it is allowed to register the new document with the document storage and management unit only when the usable external equipment is present. If it is determined that the usable external equipment is not present, an elapse of a certain time period is determined, and if the certain time period has not elapsed, it is allowed to register the new document with the document storage and management unit.
