<p><P>PROBLEM TO BE SOLVED: To realize a mobile communication system and a mobile communication method having high security without requiring complicated maintenance or operation. <P>SOLUTION: Improvement has been applied to the mobile communication system having a home agent for transferring communication packets to a mobile communication apparatus connected to a foreign network. This system has an address management means for managing a plurality of IP addresses; an address generating means for allocating any one of the IP addresses managed by the address management means to a mobile communication apparatus as a home address; a memory device for storing the home address of the mobile communication apparatus and the identifier thereof so that they are correlated with each other; and a transmission source node for transmitting a communication packet to the home address of the memory device as a transmission destination.
