PROBLEM TO BE SOLVED: To provide a control device and a control system capable of detecting abnormality of a relay and of displaying abnormality of the relay.

SOLUTION: The monitoring and control device 11 which controls switching-on of lighting equipment 501 through one or a plurality of remote control relays 12 connected detachably according to an operating signal from one or a plurality of switch units 505 connected capable of communication by a communication line 506 consisting of a pair of signal lines is equipped with an abnormality detection part for detecting abnormality of the remote control relay 12 installed corresponding to the remote control relay 12 and a relay abnormality display part 37 which displays abnormality of the remote control relay 12 according to the detection result of the abnormality detection part.
