PROBLEM TO BE SOLVED: To provide a surface modifying method capable of modifying the surface of a fluororesin to a surface having high wetting properties. SOLUTION: The surface modifying method comprises generating plasma at atmospheric pressure or its neighboring pressure to modify the open end (surface to be treated) 12A of a tubular member (fluororesin member) 12, and the open end 12A is arranged in the treating region 17 within a radius of the plasma generation region 18 plus less than 10 mm and is subjected to modification.
