PROBLEM TO BE SOLVED: To provide a controller for an internal combustion engine capable of recirculating exhaust gas into a combustion chamber during reduction of amount of fuel at deceleration time and improving response property of the engine for demand for acceleration when returning from reduction of amount of fuel without causing the destruction of a movable valve gear due to fatigue. SOLUTION: Satisfaction of forced return conditions from F/C is determined (time t1 in the drawing 3 (A)). Driving Duty is made 0% at the time t1 when the satisfaction of the forced return conditions from F/C is determined ((E) in the drawing 3). Driving Duty is controlled to a high ratio of 100% at time t3 when sudden drop of an actual VVT value is determined ((E) in the drawing 3).
