PROBLEM TO BE SOLVED: To detect that some sort of trouble occurs to a user carrying a wireless communication device. SOLUTION: When a radio signal transmitted by the wireless communication device is caused by an emergency state, it is determined by an information collection device that wireless communication is executed corresponding to a communication mode for the emergency state in such a way (s140 : NO). It is possible to notify the predetermined notification destination of the state (s180). In this way, the wireless communication device executes the wireless communication corresponding to the communication mode for the emergency state after the communication mode is switched by a changeover switch. However, the changeover switch is used for the purpose of switching to the emergency state when some sort of trouble occurs to the user. Consequently, it is possible to detect the state of the wireless communication corresponding to the communication mode for the emergency state as the state that some sort of trouble occurs to the user.
