PROBLEM TO BE SOLVED: To provide a reliable switching element that can perform uniform measurement and prevent faults and malfunctions, and to provide a touch plate for swimming races. SOLUTION: The switching element comprises substrates 2, 2' made of thin, flexible, and sheet-like insulating laminates; piezoelectric substrate layers 3, 3' provided inside and outside the substrates; external electrode layers 5, 5', and an internal electrode layer 4 provided between the piezoelectric substrate layers 3, 3'. The external electrode layers 5, 5' seal the switching element 1, are electrically connected, and have a window for energization provided for the internal electrode layer 4 in the external electrode layer 5 and the substrate 2. In the touch plate 10 for swimming races, the switching element 1 is sandwiched between a rubber sheet 11 that becomes the substrate and a rubber sheet 12 that a swimmer touches for bonding.
