PROBLEM TO BE SOLVED: To provide an operation schedule creating system in a steel making process where, as the integrity of an actual operation is considered, the delay of consecutive casting can be evaded, and the stagnation of a physical distribution among stages can be made the minimum, to provide a method therefor, and a computer program. SOLUTION: Casting schedule per the unit of molten steel conveyance in a continuous casting machine is stored. Based on the stored casting schedule, a time base is gone back, per the unit of molten steel conveyance, operation schedule of specifying the treatment starting time and finishing time in each equipment is temporarily calculated. Order information on treatment by a plurality of converters and secondary refining equipment is extracted per the unit of molten steel conveyance. Information on the upper and lower limits in conveyance time among a plurality of the converters, the secondary refining equipment and the continuous casting machine is received per the unit of molten steel conveyance. Information on the order of consecutive casting per the unit of molten steel conveyance in the continuous casting machine is received, and, using linear programming, operation schedule per the unit of molten steel conveyance is calculated.
