PROBLEM TO BE SOLVED: To provide an improved plasma display panel capable of improving luminance and luminous efficiency and of providing high image quality. SOLUTION: This plasma display panel includes: a first substrate 110 and a second substrate 120 arranged so as to face each other at a predetermined distance; and a plurality of barrier ribs 113a and 113b formed between the first substrate 110 and the second substrate 120 for partitioning a space between the first substrate 110 and the second substrate 120 to form a plurality of discharge cells 114; a plurality of address electrodes 111 formed on the first substrate 110; a first dielectric layer 112 formed so as to cover the address electrodes 111; and a plurality of first sustain electrodes 121a and a plurality of second sustain electrodes 121b arranged between the second substrate 120 and the barrier ribs 113a to cause a surface discharge inside the discharge cells 114; a second dielectric layer 123 formed so as to cover the first sustain electrodes 121a and the second sustain electrodes 121b; and a phosphor layer 115 formed on the inside walls of the discharge cells 114.
