PROBLEM TO BE SOLVED: To provide a coding device etc. capable of knowing the code data position of a specific frequency component, without decoding the coded data. SOLUTION: A JPEG encoder 102, for converting an original signal into frequency components by a DCT converter 200 for performing variable length coding about the factors of the converted result, and for outputting the coded data to a memory, comprises a Huffman coding unit 202 for outputting the result of coding the factors of the designated frequency components, and an output position determining unit 203 for outputting the address and the bit position of the result to be outputted by the Huffman coding unit 202.
