PROBLEM TO BE SOLVED: To provide an encoding apparatus capable of producing code data of a binary image with high picture quality and high compressibility. SOLUTION: An image processing apparatus 2 encodes a shape (or edge information) of an image element included in an input image 600 painted in a binary pattern through JBIG2 text region encoding processing or generic region encoding processing and encodes the binary pattern constituting the image element through JBIG2 halftone encoding processing. Thus, the image processing apparatus 2 separately encodes shape information and pattern information of an image element, thereby accomplishing high compressibility while holding edge information of an image element.
