PROBLEM TO BE SOLVED: To obtain a bias circuit which is actuated certainly even if a power supply potential has a wide variation, and in which the impact of an actuation circuit is removed after actuation. SOLUTION: An inverter INV1 is connected between bias nodes A and B. Input terminal of the inverter INV1 is connected with the gate of a PMOS transistor and an NMOS transistor constituting the inverter INV1, and a standby signal STB performing on/off control of the MOS transistor is applied to the input terminal. A through current flowing through the inverter INV1 in response to the standby signal STB is utilized as an actuation current I3 thus actuating a bias circuit certainly. Since the through current dissipates under steady state after actuation of the bias circuit, a desired bias voltage can be generated stably just like a case where the inverter INV1 is not employed as an actuation circuit.
