PROBLEM TO BE SOLVED: To provide an electrolytic capacitor which has a low density and a broadly enhanced stretch strength and moreover improves a short failure rate without adversely affecting an impedance characteristic by using a novel electrolytic paper which does not shield an opening gap between fibers, and also enhances the productivity. SOLUTION: In the electrolytic capacitor having the electrolytic paper interposed between an anode foil and a cathode foil, the electrolytic paper uses a solvent spinning rayon in which a microfibril develops at a high degree by high beating, as a material to manufacture papers, and also, in a dry paper state after having manufactured papers, a refinement solution of a paper strength additive obtained by removing impurities up to such a level that an aluminum foil of the electrolytic capacitor is not corroded or degraded is impregnated and applied as a diluted solution, whereby when the impurity of the electrolytic paper is evaluated by forming properties, the electrolytic capacitor of 300-650 V is provided.
