PROBLEM TO BE SOLVED: To provide a winding device for constantly controlling the linear velocity capable of realizing constant control of the consistent linear velocity and satisfying the request of the control accuracy. SOLUTION: A speed controlled of a winding device has a PID computing unit 52 to perform the PID computation so that the detected frequency Fb corresponding to the detected linear velocity of a speed sensor 10 is substantially identical to the instructed frequency Fin corresponding to the given instructed linear velocity, and a PID computation result corrective unit 54 (consisting of a previous frequency input unit 60, a subtraction unit 61, a frequency dependence computing unit 62, a limiter unit 63 and an addition unit 64) to correct the PID computing result depending on the output frequency Fout so that the result of the PID computation is smaller as the rotational speed of a motor 11 is lower.
