<P>PROBLEM TO BE SOLVED: To provide a polymer electrolyte capable of improving current load characteristics, and to provide a battery and the manufacturing method of the battery. <P>SOLUTION: A positive electrode 21 and a negative electrode 22 are wound through a separator 24, the wound body is housed on the inside of an outer packaging member, and an electrolyte composition containing an electrolyte salt, a solvent, polyvinyl acetal, and a compound having a Si-O-M bond (M represents B, P, or S) is added to the wound body. The polyvinyl acetal is polymerized by the catalytic action of the compound having the Si-O-M bond and the electrolyte salt to form a polymer electrolyte 23.
