PROBLEM TO BE SOLVED: To provide a banner which is not broken due to fluttering by a strong wind. SOLUTION: Two sheets 1a and 1b (cloth sheets, plastic sheets, or the like) of the same shape are put one over the other and front end rear edges are seamed each other to constitute a banner 1.
