PROBLEM TO BE SOLVED: To provide a biological equivalent phantom comprising complex dielectrics containing water whose electric characteristics against an electromagnetic wave of a wide frequency band are almost equivalent to those of a human body, and which is excellent in operability, high in stability and long in life. SOLUTION: The biological equivalent phantom comprises 100 pts.wt. of water and, incorporated therewith, 0.1-5 pts.wt. of electrolyte, 3-50 pts.wt. of water absorbing polymer and, as needed, 10-200 pts.wt. of polymer wherein inhibition of curing caused by water does not occur.
