PROBLEM TO BE SOLVED: To provide a manual cutting tool easily cutting a cylindrical body made of resin without generating chips. SOLUTION: The cylindrical body manual cutting tool is provided with a first rotation body 51 and a second rotation body 52 rotatable around parallel first axis L<SB>10</SB>and second axis L<SB>20</SB>respectively. Shearing blade parts 53, 60 are projectedly provided on the first rotation body 51 and the second rotation body 52 in an annular shape. The blade part 53 of the first rotation body 51 is formed to a triangular crest-like cross section having a cutting surface part 53a perpendicular to the first axis L<SB>10</SB>. A rotation body clearance varying means 54 for switching it to the approaching state that a mutual clearance of the second rotation body 52 is made approaching and rotated while clamping the cylindrical body 3 to be cut from an outer peripheral surface side and an inner peripheral surface side to perform shearing; and to the leaving state that the mutual clearance is enlarged to form a clearance for inserting the cylindrical body 3 to be cut is provided on the first rotation body 51.
