PROBLEM TO BE SOLVED: To provide a web continuously winding device provided with a movable arm having a cutting means between a new-side core and an old-side core with a web being wound therearound and a touch roll being arranged thereon, for cutting the web by the cutting means to continuously wind the web around the new-side core, wherein end faces of a wound body around the old-side core are not irregular, and a uniformly wound roll of high quality can be obtained. SOLUTION: In the continuously winding device, a movable arm having a cutting means between a new-side core and an old-side core with a web being wound therearound and a touch roll being arranged thereon, the web is cut by the cutting means, and the web is continuously wound around the new-side core. The cutting means for cutting the web arranged along the axial direction of the new-side core in the width direction, and a spray means for spraying volatile liquid on the movable arm toward the web are provided in a vicinity of the new-side core.
