<P>PROBLEM TO BE SOLVED: To provide a portable communication terminal for reducing power consumption while securing a communication function in an emergency such as a disaster. <P>SOLUTION: When a shift is made to an emergency mode, a power supply control part 13a turns off the power of each part to turn off a portable telephone 10. Then, a timer part 17 is operated to start counting a clock. If a user does not release the emergency mode after that, the portable telephone 10 is kept off until a preset time elapses. When the set time elapses, a start signal f from the timer part 17 starts the power supply control part 13a of a control part 13 to turn on the power of circuits (radio part 12, communication control part 13b, CPU 13d and ROM 13e) required for packet communication.
